With reference to my despatch Number 1069

of July 24th on the subject of the proposed long

Kong Customs Agrcerent, I have the honour to transmit

copy of correspondence that has passed between Mr.

Kaze and myself with reference to a letter addressed to

the Governor of Hong Kong by arr. Maze in which he en-

closed for Six Cecil Clementi's private perusal copy

of a report to the National Government at nanking on

his recent visit to liong Long.

It will be observed that the Chinese Government

have refused to accord to British vessels the right to

ply direct from liong Egng to places on the inland

waters of China, which the Hong Kong Government asked

for as a quid are quo for the grant of facilities

to the Chinese Customs in Hong Kong and have, as
